Line Manager & Nurse Educator Information

Timeframe of Programme

The programme is run over 13 months, with a one month cross over within the clinical areas, with the following years' intake, to ensure a seamless recruitment of Registered Nurses into the workplace and to facilitate the transition of the incoming NetP Registered Nurse. Under special circumstances, the programme can be completed in a shorter time frame, but not less than 10 months.

Email Access

Email access is given to all new graduates within the programme. Partnering organisations may provide an email address for their NetP Registered Nurse or may arrange for NetP Registered Nurses to use their own personal email addresses.

The rationale is to provide quick and easy access to updated information about the programme, as well as convey important messages e.g. in emergency events. We encourage that NetP Registered Nurses check their emails at least weekly.

The NetP Registered Nurses are informed that a shorter programme timeframe is to be discussed and negotiated with the Line Manager or Team Leader and in consultation with the Director of Nursing and the relevant DHB Programme Coordinator.

Employment Matters

CDHB and WCDHB NetP Registered Nurses are employed on a permanent contract. For NetP partnering organisations the contract is determined by the employing organisation (which is normally fixed term).

  • CDHB and WCDHB Employees

    During the second half of your graduate year, while still on the NetP programme, please discuss preferred options for ongoing employment with your line manager. In most cases, your service will be able to offer you an on-going role once you have graduated from the NetP programme but for any number of reasons some services will not be in a position to do this and you will need to transfer to an existing vacancy elsewhere in the relevant DHB. Should you require assistance or support with this process please contact your programme Coordinator or Nurse Educator

If you are unable to secure an RN position before the end of the programme please contact the Nurse Recruiters for CDHB staff, or the ADON for West Coast for further assistance and advice.

  • Please note that ongoing employment is dependent on successful completion of the NetP Programme.

    • NetP study days (12 days in total),

    • 2 Development days or 16 hours (over the year),

    • 2 Preceptor Development Days (or 16 hours) for relevant initial and ongoing education related to this important role

    • Supernumerary time (30 days total).

NETP Partner Employees

NetP Registered Nurses employed by NetP Partner organisations are usually on fixed term contracts. Prior to the completion of the programme, it is important to ensure you express interest to your team leader should you wish to stay on with the organisation. If a position is not available, support will be given to find a nursing position within the Canterbury region. For the Department of Corrections staff, positions will also be available nationally.

Resignation

If a NetP Registered Nurse wishes to resign from employment, the Line Manager should be notified along with the Nurse Coordinator for the NetP programme. If the NetP Registered Nurse has completed the programme and wishes to terminate their contract please follow HR processes as outlined in the Human Resources Policies and Procedures manual. A letter of resignation is required along with the return of uniforms, security ID cards and the completion of an exit form.

Clinical Load Sharing (previously called Supernumerary)

Clinical Load Sharing  during orientation is time spent with the assigned preceptor where the NetP Registered Nurse is not counted in the ward staffing. During the first 20 days of the NetP Registered Nurse's first clinical placement, the primary preceptor and the NetP Registered Nurse work together sharing a clinical caseload of increasing complexity. All NetP Registered Nurses will be working full time during this initial clinical load sharing time.

At the commencement of the second clinical placement, there will be 10 days supernumerary time for the NetP Registered Nurse with the primary preceptor.

For those new NetP Registered Nurses in year long placements, clinical load sharing may occur for six weeks following entry to the programme. The clinical preceptor and the NetP Registered Nurse must share a clinical load for the first four weeks of the placement. The remaining two weeks of clinical load sharing may be taken at a date suitable to the clinical pathway and learning needs of the NetP Registered Nurse.

Preceptors will continue to support and guide the NetP Registered Nurse's learning and development throughout the clinical placement.

Orientation and Area Specific Learning Packages

A robust orientation to the workplace needs to be completed during the clinical load sharing period so that NetP Registered Nurses have an understanding of the environment and begin socialisation into the work place.

NetP Registered Nurses are expected to complete the majority of their area specific orientation packages within the clinical load sharing period and have these signed off by their preceptor or area Nurse Educator/Team Leader. In some areas, these packages may need to be completed at a later date due to the complexity of the tasks. It is the responsibility of the clinical area to ensure that orientation packages have been completed as required by the NetP Registered Nurse.

Rostering

NetP Registered Nurses will be rostered to work across all shifts. Night duty will be included at your discretion as the NetP Registered Nurse becomes familiar with their role and area of work.

Microster Codes for NetP programme

Health Workforce New Zealand (HWNZ) has a contractual agreement with the CDHB and WCDHB to partially fund the NetP Registered Nurse's first year of practice. The NetP office transfers these funds to their appropriate divisions as well as the NetP partner organisations.

If the NetP Registered Nurseis off duty for over 3 weeks due to sickness or an injury impacting on their ability to fulfil their role, then it is necessary for the Line Manager and the NetP Registered Nurse to notify the Nurse Coordinator for the NetP programme. This is due to the impact on Health Workforce New Zealand reporting and funding.

The costs of the CPIT Level 700 paper are not covered by HWNZ and are picked up by the employing organisation.

Goals and Appraisals

NetP Registered Nurses are required to complete goal setting at 3 and 6 months to monitor progress and identify areas for improvement while providing constructive feedback. A performance appraisal is to be carried out as part of the Competent RN Portfolio. 

These activities are done in conjunction with the primary preceptor and Line Manager/Team Leader and Nurse Manager. The due dates for these can be found on the NetP calendar for appropriate intake.

Remedial Assistance

Issues sometimes arise for the NetP Registered Nurse during the first year of practice and this may be due to a variety of reasons e.g. challenges in the workplace or in their private life.

Sometimes there are factors that may impact on the NetP Registered Nurse's ability to perform as desired in the NetP programme e.g. in the theoretical component, the clinical component or both.

There is a formal process to support the NetP Registered Nurse if they fail to progress as expected on the NetP programme.

For failure to progress with theoretical components of the programme, a remedial plan is put into place in conjunction with the NetP Registered Nurse and the relevant Coordinator/Educator. Extra clinical and/or theoretical assistance is arranged where necessary to support the NetP Registered Nurse to meet expected requirements for the programme.

For performance issues, normal organisational performance management occurs and a performance improvement plan may be implemented following discussion with and at the discretion of the Charge Nurse Manager or Senior Nursing Team Leader.

All issues will be dealt with in a confidential manner.

Incidents or Quality Improvement

If a NetP Registered Nurse is involved in an incident, it is important for the NetP team to be aware. Please ensure that the NetP Nurse Educator (CDHB) or ADON CPD (WCDHB) is informed and that a copy of the Incident Review Form is sent to the relevant NetP Coordinator/NetP Nurse Educator. All incidents or similar issues involving NetP Registered Nurses are monitored to ensure training is adapted accordingly. 

If the incident is around medication, please ensure that you send the NetP Nurse Educator (CDHB) or ADON CPD (WCDHB) a copy of the form once the follow-up has been completed, as we have a formal education package to work through with the graduates.

Annual Leave

The NetP Registered Nurse is entitled to annual leave according to the District Health Boards/NZNO Multi–Employer Nursing/Midwifery Collective Agreement (MECA) or according to the expansion organisation’s MECA. They would have received a copy of this with their contract at the same time as their letter of offer.

Annual Leave is negotiated with and approved by the Line Manager. The NetP Registered Nurse is informed that annual leave must be requested well in advance to ensure service needs are covered within the area.

Nursing work is demanding and for good work life balance. All NetP Registered Nurses are encouraged to plan annual leave ahead and take leave on a regular basis e.g. every 6 months. They are reminded before planning any major events (e.g. weddings, overseas travel) they are required to consult their Line Manager and inform the Nurse Coordinator for the NetP programme.

Long Term Sick Leave

From time to time, a NetP Registered Nurse may go on sick leave (which could be ACC related), annual leave and bereavement leave etc. This leave is accommodated within MECA entitlements.

In general, this leave can be accommodated within the programme and does not disrupt a NetP Registered Nurse's progress, or ability to fulfil all the NETP programme requirements.

However there are circumstances where the NETP programme is interrupted for a prolonged period of time due to sickness/ACC greater than three weeks. During these instances the Nurse Managers are required to advise the relevant NetP Coordinator/NetP Nurse Educator due to the impact on HWNZ reporting and funding. 

When a NetP Registered Nurse takes a prolonged period of leave, their NetP  programme is interrupted, and a completion plan with a revised completion date needs to be worked out once the NetP Registered Nurse returns to work.

Parental Leave

Parental leave provisions are acknowledged as contained in the Parental Leave and Employment Act 1987. Please refer to the Human Resources policies and procedures manual for further information. The NetP Registered Nurse must write a letter with the anticipated leave period and a return date, and include a medical certificate stating their expected due date. This is to be provided to the Line Manager and also to the relevant NetP Coordinator.

Sending Graduates to other areas for a shift

Ideally the NetP Registered Nurseshould not be moved (“sent away”) from their clinical placement area to staff other wards unless it is the area of previous placement. In exceptional circumstances, this may be necessary e.g. an emergency response or because of operational requirements. For further information please refer to the NetP Learning Framework.

Evaluation

In line with Health Workforce New Zealand NetP Programme specifications and the Nursing Council of New Zealand Standards for NetP Programmes, the NetP programme seeks regular feedback and evaluation.

In order to maintain educational strength and to monitor and respond to the needs and views of programme participants and key stakeholders, we conduct regular surveys and evaluations e.g. stakeholder surveys, preceptor surveys, end-of-programme graduate surveys, study day evaluations and CPIT paper evaluations. Key findings are reported back to the NetP Advisory Group and action points integrated into the annual NetP Quality Standards & Quality improvement Plan.

The NetP programme undergoes national evaluation at regular intervals, which is carried out by Nursing Council of New Zealand auditors. Current accreditation is from 2011 until 2015.
